CONTINUING MEDICAL EDUCATION (CME) PROGRAMME FOR SURGICAL TRAINEES


The College of Surgeons of Hong Kong undertakes CME administration for our trainees and reports their compliance to the Hong Kong Academy of Medicine. Since Medical Council has resolved to link Practising Certificate with the CME requirements, it is important for trainees to keep log of their CME points.


Guidelines for Higher Surgical Trainees

1. A cycle of CME assessment shall be three years.

2. The Cycle starts on 1 January or 1 July of every year. Trainees who have entered the higher training programme in April or November will join the CME Programme on Jan/ July whichever comes first.

3. A new cycle commences at the conclusion of the previous cycle.

4. Trainees do not fulfill the CME requirements in any one year of the 3-year cycle will constitute grounds for disqualification of the previous 6-month period.

5. Higher surgical trainees will have to complete two research projects before they are allowed to sit for the exit examination.


CME Points Allocation

1. The CME system shall be based on the accrual of CME points.

2. A minimum of 90 points to be accumulated over a 3-year cycle period.

3. A minimum of 30 points per year is required and composes of the followings:

3.1 Category 1
In-hospital Meetings
(Accredited up to maximum 10 points per year in the College's training programme)

One CME point is awarded for each hour and up to a maximum of 10 points per year.

3.2 Category 2
National/International Scientific Meetings
(Accredited up to maximum 10 points per year in the College's training programme)

Conferences held outside the parent hsopital. (e.g. the College's Annual Scientific Meetings, local and overseas scientific meetings)

a) Active participation as Speaker/Presenter
- 6 CME points per presentation and up to a maximum 10 points per meeting.
b) Active participation as Moderator/Chairman/Panelist
- 3 CME points per hour and up to a maximum 6 points per meeting.
c) Passive participation
- 1 CME point is awarded for each hour and up to a maximum 10 points per year.

3.3 Category 3
Investigation Studies/Research Projects/Publication
(Accredited up to maximum 10 points per year in the College's training programme)

Accreditable activities:

a) Presentation of a paper or poster display to a meeting for which abstracts are subject to review and selection.
b) A dissertation with a written review of clinical problem.
c) A period of active research pre-approved by the respective Specialty Board. The theme of the research project should be the trainee's related discipline.
d) A publication in a professional journal:

Accreditable CME points:

5 points can be awarded to trainees who have research projects in progress. A progress report must be submitted to the respective Specialty Board through the Supervisor as evidence proof. A completed report must submit to the Specialty Board through the Supervisor as a follow-up. Research report form can be downloaded from the Collegeˇ¦s website.
A maximum 10 points can be awarded to "Active Researcher" as determined by his/her Supervisor.
At least 2 reports for research / study projects MUST be submitted in the fourth year of higher training before the exit examination.
Higher surgical trainees who have completed two projects within four years' higher training will not be required to submit extra report. CME requirement in Category (3) can be compensated by other approved activities.
Higher surgical trainee must be the principal investigator of at least one submitted project.
Trainee may ask for assistance from the Research Subcommittee of the College if they encounter any difficulties in the research activities.

Documentation Proof

Each trainee is responsible to record his/her CME activities during the current training period. A form for reporting CME activities can be obtained from the College to record the required information. Trainees must submit the completed form together with the Mentor Assessment Form half yearly in every January and July to the respective Specialty Boards through their Supervisor.



Guidelines for Basic Surgical Trainees

Member Colleges may reciprocally recognize individual College's credit point system in the course of elective training. Basic trainees may gain CME points from the following activities held within the period of a CME cycle:

a) In-hospital meetings / Instructional Courses (maximum 20 points)

b) National / International Meetings (maximum 10 points)

c) Basic trainees are encouraged to participate in investigation studies / research activities.
