Terms of Reference

To look after basic surgical training in Hong Kong. All basic trainees must pre-register with the HKICBSC.
To liaise between the Member Colleges and basic trainees
To reflect the needs, concerns and interests of the Member Colleges and basic trainees
To institute and coordinate basic surgical training programme
To draw up rules and regulations for monitoring basic trainees
To organize intermediate examination. Only registered trainees are eligible to enter for the Conjoint MRCS / MICBSC (HK) Examination.


Composition of the Hong Kong Intercollegiate Board

Chairmanship

The President of the College of Surgeons of Hong Kong is the ex-officio Chairman of the Hong Kong Intercollegiate Board of Surgical Colleges

Examination Committee

The Conjoint MRCS/MICBSC (HK) Examination for Multiple Choice Papers and Final Assessment is under the supervision of the HKICBSC. The College of Surgeons of Hong Kong is responsible for running the Intercollegiate Examination. The Censor-in-Chief of the College of Surgeons of Hong Kong is the ex-officio Chairman of the Examination Committee HKICBSC. The Committee composes of a core of 25 examiners who come from four Member Colleges:

Policy and Logistics

The old FRCSEd Part II Sections B&C Examination would be phased out in Hong Kong and UK after 2000. Although this Examination would continue to be held in some countries after the year 2000, candidates who have failed in our last FRCSEd Conjoint Examination in October 2000 must swap to the new MRCS / MICBSC (HK) Examination.
After having passed all parts of the MRCS / MICBSC (HK) Examination and satisfactorily completion of basic surgical training, the successful candidate may apply for Membership (or whatever qualifications) awarded by ONE Member College of the HKICBSC.
To facilitate the management and administration work, the Hong Kong Intercollegiate Board would issue a letter signed by the Chairman of HKICBSC to each candidate for certifying his/her success in the examination and his/her eligibility for applying Membership of only ONE College. This letter would be sent by courier to the candidate’s correspondence address.
Only candidates who have satisfactorily completed their basic training (at least 2 years) would receive this letter right after passing the Final Assessment. Those successful candidates who have taken the examination before the completion of the two-year period would not receive this letter until their basic training have been completed and scrutinized up to the satisfactory of the Accreditation Committee.
The applicant must put a tick in this letter to indicate the College that he/she would like to apply for its membership. ORIGINAL letter must be submitted when applying for Membership (or whatever appropriate qualification) awarded by the College concerned. If the application is accepted by a College, this College must keep the original letter for record purpose. Member Colleges must not accept photocopy of this letter in order to avoid dual Membership conferment.
Should a trainee wish to swap to another College for furtherance his higher training, he must obtain prior approval from his Parent College first. The respective Colleges should negotiate with each other before the trainee could be transferred. The original letter is transferable when two Colleges have reached an agreement.

Accreditation Committee

The Chairman of the General Surgery Board of the College of Surgeons of Hong Kong is the ex-officio Chairman of the Accreditation Committee HKICBSC. Membership of the Accreditation Committee should be the representatives of the Member Colleges, who can be training directors / COS / representatives of the training centres accredited by the surgical colleges.

The Accreditation Committee acts as an official institution of censorship in basic training and to set up rules and regulations in order to take a close interest in the overall training and assessment of basic trainees. Overseas training without prior approval in writing from the Chairman of the Accreditation Committee before the date of registration and commencement of the local training programme will not be recognized by the HKICBSC.

Trainees must keep their logbooks prospectively recording all their training experiences up to the satisfactory of the Accreditation Committee. On going in-training evaluation is required throughout the basic surgical training period. The representatives of the Member Colleges would meet regularly at 6-months interval for vetting trainees’ logbooks. Logbook of different Colleges could be interchangeable.

A trainee, who has passed the Membership Examination and completed the basic surgical training, might be subsequently unable to find a training post for furtherance higher surgical training. This trainee must remain in the basic surgical training programme until he/she is accepted by an accredited training unit for higher surgical training.

RULES & REGULATIONS FOR BASIC SURGICAL TRAINEES OF THE HONG KONG INTERCOLLEGIATE BOARD OF SURGICAL COLLEGES



The College of Surgeons of Hong Kong

(1) Surgical Trainees are trainees under various training programmes accredited by the Hong Kong Intercollegiate Board of Surgical Colleges (HKICBSC) for basic training or the Surgical Colleges in Hong Kong for higher training.

(2) Each basic trainee will be assessed by his/her supervisor every 3 months and monitored by HKICBSC every six months. The assessment should be endorsed by the Chairman of the Accreditation Committee HKICBSC semi-annually during the continuous training period.

(3) Overseas training without prior approval in writing from the Chairman of the Accreditation Committee HKICBSC before the date of registration and commencement of the local training programme will not be recognized by the HKICBSC.

(4) Trainees may apply for suspension from the continuous training programmes for a maximum period of 6 months and such application must be made beforehand. It is only under exceptional conditions (e.g. health, family or personal reasons) that the suspension period can be longer than 6 months.

(5) Any trainees who do not satisfy the standards set by or under training assessments consecutively twice or non-consecutively three times will be disqualified from the basic or higher training programmes. A trainee can appeal to the Appeal Subcommittee of the appropriate Surgical College or the Chairman of the HKICBSC against such disqualification (provided that notice of such appeal is lodged with the Secretary of the Appeal Subcommittee within 21 days from the date of Notice in writing of such disqualification to the trainee).

(6) The College of Surgeons of Hong Kong, a Member College of HKICBSC, has resolved that basic surgical trainees who had registered after August 1996 must obtain MCS of the College of Surgeons of Hong Kong before they will be considered for entering the higher training programmes accredited by this College.

(7) The College of Surgeons of Hong Kong will not consider FRCS obtained after the year 2000 and MRCS obtained overseas as being equivalent to the MCS of the College of Surgeons of Hong Kong.

The Hong Kong College of Emergency Medicine

There are two approved basic training programmes for Emergency Medicine in Hong Kong. One pathway is to go through the “Training Programme for Specialist in Emergency Medicine” of the Hong Kong College of Emergency Medicine and to complete successfully the primary and intermediate examinations or their equivalent. The alternative pathway is to go through the Basic Surgical Training Programme of the HKICBSC and the requisite examinations, with rules and regulations as follows:

(1) Surgical Trainees are trainees under various training programmes accredited by the Hong Kong Intercollegiate Board of Surgical Colleges (HKICBSC) for basic training or the Surgical Colleges in Hong Kong for higher training.

(2) Each basic trainee will be assessed by his/her supervisor every 3 months and monitored by HKICBSC every six months. The assessment should be endorsed by the Chairman of the Accreditation Committee HKICBSC semi-annually during the continuous training period.

(3) Overseas training without prior approval in writing from the Chairman of the Accreditation Committee HKICBSC before the date of registration and commencement of the local training programme will not be recognized by the HKICBSC.

(4) Trainees may apply for suspension from the continuous training programmes for a maximum period of 6 months and such application must be made beforehand. It is only under exceptional conditions (e.g. health, family or personal reasons) that the suspension period can be longer than 6 months.

(5) Any trainee who do not satisfy the standards set by or under training assessments consecutively twice or non-consecutively three times will be disqualified from the basic training programme. A trainee can appeal to the Appeal Committee of the Hong Kong College of Emergency Medicine or the Chairman of the HKICBSC against such disqualification (provided that notice of such appeal is lodged within 21 days from the date of Notice in writing of such disqualification to the trainee).

(6) The following internationally recognised overseas higher qualifications in Surgery or Orthopaedics are also accepted for entering higher training in Emergency Medicine:

The Hong Kong College of Orthopaedics Surgeons

(1) Surgical Trainees are trainees under various training programmes accredited by the Hong Kong Intercollegiate Board of Surgical Colleges (HKICBSC) for basic training or the Surgical Colleges in Hong Kong for higher training.

(2) Each basic trainee will be assessed by his/her supervisor every 3 months and monitored by HKICBSC every six months. The assessment should be endorsed by the Chairman of the Accreditation Committee HKICBSC semi-annually during the continuous training period.

(3) Overseas training without prior approval in writing from the Chairman of the Accreditation Committee HKICBSC before the date of registration and commencement of the local training programme will not be recognized by the HKICBSC.

(4) Trainees may apply for suspension from the continuous training programmes for a maximum period of 6 months and such application must be made beforehand. It is only under exceptional conditions (e.g. health, family or personal reasons) that the suspension period can be longer than 6 months.

(5) Any trainees who do not satisfy the standards set by or under training assessments consecutively twice or non-consecutively three times will be disqualified from the basic or higher training programmes. A trainee can appeal to the Appeal Subcommittee of the appropriate Surgical College or the Chairman of the HKICBSC against such disqualification (provided that notice of such appeal is lodged with the Secretary of the Appeal Subcommittee within 21 days from the date of Notice in writing of such disqualification to the trainee).

(6) The Hong Kong College of Orthopaedic Surgeons, a Member College of HKICBSC, has resolved that basic surgical trainees who have obtained MRCS from outside Hong Kong would normally not be accepted for higher surgical training.

(7) The Hong Kong College of Orthopaedic Surgeons will not accept FRCS obtained after the year 2000 for entrance into higher surgical training.

The Hong Kong College of Otorhinolarynogologists

(1) Surgical Trainees are trainees under various training programmes accredited by the Hong Kong Intercollegiate Board of Surgical College (HKICBSC) for basic training or the Surgical Colleges in Hong Kong for higher training.

(2) Each basic trainee will be assessed by his/her supervisor every 3 months and monitored by HKICBSC every six months. The assessment should be endorsed by the Chairman of the Accreditation Committee HKICBSC semi-annually during the continuous training period.

(3) Overseas training without prior approval in writing from the Chairman of the Accreditation Committee HKICBSC before the date of registration and commencement of the local training programme will not be recognized by the HKICBSC.

(4) Trainees may apply for suspension from the continuous training programmes for a maximum period of 6 months and such application must be made beforehand. It is only under exceptional conditions (e.g. health, family or personal reasons) that the suspension period can be longer than 6 months.

(5) Any trainees who do not satisfy the standards set by or under training assessment consecutively twice or non-consecutively three times will be disqualified from the basic or higher training programmes. (6) The Hong Kong College of Otorhinolaryngologists, a Member College of HKICBSC, has resolved that basic surgical trainees who had registered after August 1996 must obtain MHKCORL of the Hong Kong College of Otorhinolaryngologists before they will be considered for entering the higher training programmes accredited by this College.

(7) The Hong Kong College of Otorhinolaryngologists will not consider FRCS and MRCS obtained overseas after the year 2000 as being equivalent to the MHKCORL of the Hong Kong College of Otorhinolaryngologists.
