1. Introduction
The College of Surgeons of Hong Kong (CSHK) invites quotations from qualified vendors for the provision of IT Technical Support on-site Services for the upcoming Viva and Clinical Examinations. These examinations are scheduled from 7:00 a.m. to 6:00 p.m. to take place on HKAM building in Hong Kong. The selected vendor will be responsible for delivering comprehensive IT support to ensure the smooth operation of the examinations, including setup, operation, monitoring, and troubleshooting of technical systems. This tender is issued to procure reliable and experienced IT support tailored to the specific needs of both Viva (oral) and Clinical (practical) examinations.
2. Scope of Services (Details refer to Job Duties of IT Support for Viva & Clinical Examinations)
The IT Technical Support Services shall encompass the following key duties for both the Viva Examination (to be held on 1 May 2026) and Clinical Examinations (to be held on 2 May 2026). The duties are aligned with CSHK's operational requirements and are detailed below. Vendors are expected to provide support for the Synchronising Timer System (STS), Announcement during examination network connectivity, on-site IT troubleshooting, and related activities.
Note: The duties for both examinations are substantially similar, with minor variations in coordination aspects due to the setting for Clinical Examinations. Vendors must be prepared to adapt services accordingly. All equipment and systems must comply with hospital protocols.
3. Vendor Requirements
- Experience: Proven track record in providing IT support for high-stakes events, preferably in educational, medical, or examination environments. Experience with timing systems (e.g., STS or similar) is highly desirable.
- Resources: Ability to deploy qualified IT personnel on-site for the full duration of the examinations (from setup to teardown).
- Equipment: Vendors must supply or confirm availability of necessary IT equipment, including but not limited to wireless access points, hotspots, and troubleshooting tools.
- Compliance: Compliance with Hong Kong data protection laws (e.g., Personal Data (Privacy) Ordinance), and adherence to confidentiality standards.
- References: Provide at least two references from similar projects completed in the last two years.
4. Quotation Submission
Quotations should include:
A detailed breakdown of costs, including manpower, equipment, transportation, and any other fees (quoted in HKD).
Proposed timeline for pre-exam testing.
Company profile, including relevant experience and team qualifications.
Quotations must be submitted via email to it@cshk.org or by post to the CSHK address above, marked "Confidential: IT Support Quotation for Viva and Clinical Examinations".
Submission Deadline: 1 April 2026, 5:00 PM HKT. Late submissions will not be considered.
5. Evaluation Criteria
Quotations will be evaluated based on:
- Cost-effectiveness (20%)
- Technical capability and experience (50%)
- Proposed methodology and timeline (10%)
- Compliance with requirements (20%)
6. Terms and Conditions
- The contract will be awarded to the vendor offering the best value for money.
- CSHK may cancel or modify the tender at any time without liability.
